Yes. Illume responds to the daylight available outside, so its light output will vary with the conditions. On darker or heavily overcast days, the light output will be lower than on a bright sunny day.
The standard solar-powered Illume system operates from available daylight, so it isn't designed to provide light at night. Mains-powered options are available for compatible systems if nighttime use is important to you.
